I'm renting a property privately, and my landlord has asked if I can help him claim the first home owners grant. It doesn't sound right to me...

Your landlord is not allowed to ask you to sign anything that says they are living at your rental home as their principle place of residence. That is, indeed, fraud.

First Homeowners have to physically live in their PPOR for six out of the first 12 months of ownership to be eligible to keep the grant.

The issue is what exactly are they asking you to do? The first home owners grant is for the owners primary place of residence and they have to be living there (I will have to check but they have to be living there within 6 months). If they are asking you to sign anything or do something that involves telling the government they are living there and they aren't or anything like that it is fraud and you could wind up in jail, or facing substainal fines. So no don't do it.
